Is it some sort of vermetid snail, with it’s mucus web visible above it.

Correct! According to the BBC website: The circular object towards the bottom of the image is a vermetid gastropod, or “worm snail”. Research led by Dr Jeffrey Shima from Victoria University in Wellington, New Zealand, revealed that the snails are harmful to coral reefs. They report their finding in the journal Biology Letters.
